A casual inquiry by someone powerful has unleashed a hysterical desire among the minions to curry favour by going over-the-top in their efforts to help.There may be plenty of unfairness in the transaction but it is the unfairness engendered by advantage, privilege and power that we humans have been familiar with since we crawled out of the swamp. There are always plenty of lickspittles around, awaiting the next opportunity to suck up to the boss or his wife or his children. To suggest that this incident comprises a unique betrayal of democracy, rather than a routine one, is simply ludicrous.What is fairly new, is that the transaction, transparently and democratically, has come straight to the public&#8217;s attention, via a media ever-hungry for inside-Downing-Street snippets. Homework, acupuncture, hats, babies, drunk teenage sons, weird new-age pendants &ndash; these are the sorts of stories the media really want from Mrs Blair. </p>
<p> There has been much discussion over Mrs Blair&#8217;s &#8220;role&#8221; and the contradictions around it, but really that&#8217;s a media by-product, a cover for the real meat, which is trivia.Here&#8217;s Robert Kilroy, another man in a top job, fulminating away: &#8220;One moment, she is the Prime Minister&#8217;s wife, traipsing around the country posing for pictures. The next, she&#8217;s Mrs Booth QC, too busy making big money to smile. The next? Well, she&#8217;s a combination of the deputy prime minister and the minister for women.&#8221; Come now Mr Kilroy. Are you really so obtuse that you don&#8217;t understand that all of these roles are insignificant compared to what is now her main one? Why fret about these insignificant jobs? The thing about about the Prime Minister&#8217;s wife is that she&#8217;s a political It girl, famous for being famous, firmly on the A-list. </p>
<p> Mrs Blair is now, first and foremost, a celebrity.In recent weeks alone, we have been informed that she has consulted the diet guru who helped Kate Winslet to lose four stones, that her acupuncturist was patronised by the Princess of Wales, and that she arrives in the Sedgefield constituency with her husband, her personal trainer, and her dresser.We&#8217;ve also heard that she and Roger Moore have been the figureheads for a fundraising campaign for homeless charity, the Passage; that she and Martine McCutcheon have been raising awareness of domestic violence; and that she and Mel C have created celebrity dolls for a Barnardo&#8217;s auction. (No charity now can raise a cent, it seems, without the endorsement of a couple of celebs, and Mrs Blair is a celeb of seriousness.)All this, we accept as perfectly all right, when in fact it is all this that should be troubling. A woman with a significant, demanding career finds herself in the public eye, thanks to the success of her husband. From the early hours of the first morning of his elevation, she is criticised for not looking good enough, not being media-savvy enough, and distrusted as some sort of sinister &#8220;power behind the throne&#8221;.In a few short years, the demands of the media, and her own ambition, have turned her into a clothes horse for good works. Her job is to work hard at looking lovely, and then to lend the resulting face and body to charitable efforts. Anything else she does &ndash; like straying too far into political life (even by enquiring to a civil servant about homework) or taking on a legal case that might be seen either to contradict or to promote government policy, is frowned upon.In other words, nothing at all, Mr Glover, has changed in the past 150 years. The womenfolk of the men in power have long been expected to do nothing except look nice and do good works. </p>
<p> One would think that the example of Diana, Princess of Wales, would be enough to teach us all that such a role does not make women at all fulfilled. But instead the media and the public carry on demanding it and, like lemmings, women carry on obliging.The Mr Glovers of this world insist that they would make just the same criticisms of Denis Thatcher if he had taken the liberties with his wife&#8217;s power that Mrs Blair does with her husband&#8217;s. But the truth is that no one was running stories about Denis&#8217;s figure, his clothes, or the fact that he actually had a job of his own and a family, in the first place. Mrs Blair has, since schooldays, always worked hard to please.So maybe it&#8217;s not surprising that she has thrown herself so wholeheartedly into being the acme of what a female in the public eye is expected to be today.She has escaped one stereotype by refusing to be the behind-every-good-man-figure. </p>

Headteachers have been forced to spend an increasing amount of time searching for staff, causing them to neglect their leadership of the literacy and numeracy strategies, said Mike Tomlinson, the chief inspector of schools.Ministers&#8217; targets demand that 75 per cent of 11-year-olds reach the required standard in maths by 2002, and 80 per cent in English. This has left a &#8220;challenging gap&#8221; of four percentage points in maths and five in English for the Government to reach its targets for 11-year-olds by next year, the report concluded. Further improvement in maths will depend on whether teachers&#8217; knowledge of the subject can be improved, Mr Tomlinson warned.The reports were based on 300 primaries. Mr Tomlinson said: &#8220;Schools have had difficulty in replacing staff who have left, and difficulty in getting good supply staff which means in some instances they have a significant number on short-term contracts. </p>
<p> Subject knowledge does need in-service training and few supply teachers have undertaken training for the numeracy strategy. The combination of the two not only affects continuity of teaching and learning but the confidence of the teachers concerned.&#8221;The quality of teaching of some parts of the literacy and numeracy hours has either deteriorated or failed to improve, the reports also found. Fewer than half of all literacy lessons allowed pupils to work well on their own. More worryingly, the proportion of satisfactory independent work increased from one in six lessons last year to one in five this year.Keith Lloyd, head of Ofsted&#8217;s primary division, said many teachers still made the mistake of setting independent work unrelated to the subject covered by the whole class He said: &#8220;That is a disaster It does not work. There ought to be a strong thread running through the activities. There has to be a direct link with what is being taught.&#8221;The plenary session, where teacher and pupils spend 10 minutes reviewing the lesson, has also failed to improve. </p>
<p> Many teachers use the plenary as a &#8220;show and tell&#8221; session &#8220;a waste of 10 precious minutes a day&#8221;, Mr Lloyd added.Phil Willis, the Liberal Democrats&#8217; education spokesman, said: &#8220;When results were improving, ministers took the credit. Now the results are not so good, they pass the buck to teachers and local education authorities. This Ofsted report demands improvement from government as well as our schools.&#8221;A spokeswoman for the Department for Education and Skills denied teacher shortages had lowered the results. She said: &#8220;Some of the local education authorities, particularly in inner London, where teacher supply has been an issue, have improved their results this year.&#8221;* The Government will have powerful backing today from an independent inquiry for its plans to allow classroom assistants to take over lessons. </p>
<p> PricewaterhouseCoopers, the management consultants who have been reviewing teachers&#8217; workload, will recommend in its final report that the assistants should be given a bigger role.. Four years ago, only about one in eight of its pupils could read, write or add up properly by the age of 11 Now nine out of 10 can. The 350-pupil Osmani School in Tower Hamlets, east London, is celebrating becoming the most improved primary school in England.The school, in the road where the Kray twins were born, and which now hosts an almost entirely Bangladeshi community, underlines the success story of a borough which has transformed standards in primary schools in four years. Five of its schools are among the 100 most improved in the country No pupil at Osmani speaks English as a first language. Most are of Bangladeshi origin but there are a few Somali children.Judy Grylls, the headteacher, arrived three years ago after the school failed its inspection by Ofsted, the Government&#8217;s education standards watchdog. </p>

Browns Lane produces 120 Jaguar and Daimler saloons a day, as well as a further 50 XK-series sports cars, and all are hand built The whole process takes just seven hours. Everywhere, assembly line staff in matching Jaguar green outfits go methodically about their business, in a scene that resembles a Lowry painting, with forklift trucks and newly completed saloons nipping and zipping around the factory.&#8221;We don&#8217;t have automation because each car is built to a particular specification,&#8221; explains Tony Redfern, our guide for the day &#8220;People are a necessity Jaguars are not mass-produced. We never produce a stock car.&#8221;The logistical dexterity that is required to produce so many customised cars is astonishing. That white car is designed for the United States (compulsory illuminated bumpers and the Jaguar statue on the bonnet); this topaz one is headed for Germany (bonnet statues are banned in the European Union). Somewhere, all this has been pre-programmed so that the correct parts arrive at the correct car at the correct time. Local furniture stores could learn a thing or two here.Staff are not encouraged to switch jobs. </p>
<p> After you have been hired, you are trained up for two weeks, and if your job is to insert a dashboard, that is what you do; the company will not invite you to swop to, say, windscreen installation, because it fears that quality of workmanship would suffer.But how can people remain motivated? &#8220;By taking a pride in what they do,&#8221; says Tony. &#8220;Look around and you see that most people stay with Jaguar a very long time.&#8221; Tony is a case in point, having spent a total of 34 years on the assembly line and in development and engineering. In all, Jaguar employs 1,500 on the assembly lines at Browns Lane, 20 per cent of whom are women.We moved on to the trimming and leather-cutting wing, where staff undergo lengthy apprenticeships to prepare covers for seats, gear-knob handles and dashboards. The leather comes from Argentina (because of the vast size of ranches on the pampas, the animals bear fewer barbed-wire scars). If you are lucky, you might even get a glimpse of the future: a group of men and women in white coats huddled over a car, like house doctors around a hospital patient. In fact, they are engineers inspecting a prospective new model.The tour is great fun and staff are only too happy to break off and chat for a minute or two. </p>
<p> At the end, after a short visit to the Jaguar Daimler heritage centre, full of vintage vehicles, you are directed to the company shop, where you can buy miniature models. If you are after the real thing, however, make sure you have Â£34,000-Â£64,000 to hand.Browns Lane is located on the western edge of Coventry and is signposted off the A4114, close to the A45. Tours are free but must be booked in advance (024-7620 2058).. Standing on the floor of the impossibly beautiful Yosemite Valley in northern California, it is hard to see why the ancient American natives who lived here for thousands of years called it Ahwahnee (Aa-waa-nee), or &#8220;place of a gaping mouth&#8221;. Only when you climb to the dizzy height of Glacier Point, some 3,200ft above the valley floor, does it all become clear. </p>

<p> Free-loading dilettante or quirky genius? A talent to rival Britten or a second-rate tunesmith? Judging from the low attendance at the first of this year&#8217;s Walton Centenary Concerts, the much-hyped debate over Sir William&#8217;s position in the pantheon of British composers has generated little interest beyond the devotees.The few who gathered at the Barbican for the LSO&#8217;s performance of Capriccio Burlesco, In honour of the City of London, and the suite from Henry V seemed happy enough But they would. Walton&#8217;s chippily tuneful music, with its vigorous choral writing and Tudorbethan charm, has more than a frisson of small island defiance; hence the quiver of tweedy excitement at &#8220;Once more unto the breach&#8221; and the tapping of hand-tooled brogues during Capriccio Burlesco. For the London Symphony Chorus, it was an excellent opportunity to show off their bright blend and rhythmic acuity. For conductor Marin Alsop, another chance to display her clear, generous beat and unegotistical manner For the orchestra, it was craft rather than art. As one uninspired violinist muttered on his way out, &#8220;Oh well. </p>

For my part, the excess of bravura, bounce and bombast left me cold (though trying to imagine the reception of a Lancastrian composer&#8217;s cantata on the metropolitan superiority of London at its 1937 Leeds premiere provided some distraction). Walton&#8217;s music does have better moments &ndash; the sinuous Viola Concerto, the brittle wit of the Three Sitwell Songs &ndash; but not enough, I think, to sustain a whole season of celebrations. Which makes me wonder whether this is knee-jerk programming on the parts of the various orchestras involved. Do we have to honour the centenaries of composers regardless of the quality of their work? Will next season&#8217;s brochures be covered with Khachaturian, for instance? I do hope not. </p>
<p> Duty calls, so this won&#8217;t be my only evening of wall-to-wall Walton, but I can&#8217;t say I&#8217;m looking forward to it.Pity the poor singer in a damp climate. You can wrap your neck in the finest cashmere, take every herbal remedy known to man, spend days inhaling steam, sipping hot lemon and avoiding the pub, and still you get a cold. Pity poor Werner G? whose recording of Schubert&#8217;s Die sch?M?rin earned him the soubriquet of successor to the late, great Fritz Wunderlich, and whose windpipe rattled like a cartoon skeleton throughout his packed Wigmore Hall recital Gosh, it&#8217;s a lovely voice Gosh, it was in trouble last Saturday. But whether G?s fresh simplicity &ndash; even in rudest health &ndash; is suitable for Schumann&#8217;s much darker song cycle Dichterliebe is another question.On the basis of this performance, even allowing for vocal compromise, I&#8217;d have to say not Or at least not yet. The contrast between G?s fluent singing of Beethoven&#8217;s An die ferne Geliebte and Schubert&#8217;s Goethe settings, and his Schumann was less to do with music than text. </p>

<p> His guiding ethos during four years in charge at the board was that sex scenes could be more graphic for adult audiences, but violence &ndash; particularly with sexual overtones &ndash; must be more strictly curbed and children protected to a greater degree. HOW A SMALL FIELD IS CAUSING A BIG ROW IN WREXHAMA patch of disputed land at the Barkers Lane Primary School in Wrexham may seem insignificant but it amounts to a third of the playing field. And the row it has provoked is anything but small.<br />
It has led Dr John Marek (right), the deputy presiding officer of the Welsh Assembly and one of the longest-serving politicians in Wales, to mount a scathing verbal assault on fellow members of the Labour party in Wrexham council. He has accused them of a &#8220;money grabbing&#8221; determination to sell off playing fields, breaking their own party&#8217;s election promise.The council is determined to sell the land for housing and on Monday, despite a demonstration from some parents and residents, it gave planning permission. </p>
<p> In return it will get Â£250,000, which it promises to put back into the school and local community, buying classroom space as well as an all-weather play area and sports pitches. Barkers Lane sums up much of the current dispute about the sale of playing fields In the first place it is within the rules. This is partly because some of the cash will be spent on improving games facilities. But also because the remaining playing field is within the guidelines for the amount of space available per child.In reply, Lynne Hayes, the campaign leader for the Barker&#8217;s Lane School Field Action Group says this is only because the rules ignore all children under the age of eight. The current space, she says, is pitifully inadequate.Barkers Lane is also typical in a more basic way. The council and the schools need to find money, and selling off land is the only way to refurbish their classrooms. &#8220;Our argument is that yes, we&#8217;re short of facilities, but we can wait for the money for them We don&#8217;t want to lose yet more green spaces We&#8217;ll never get them back,&#8221; says Mrs Hayes. </p>

The books, he says more than once during our conversation, were a kind of psychotherapy for him. &#8220;The novels were always, to my mind, something I did on the side, just to work out these demons Then you end up profiting from it. And, in my own defence, the one way I would rationalise it is that it does get the gospel out.&#8221;We are talking Old Testament, I think. Hiaasen relishes the iniquity of his enemies &ndash; he once described the Disney Corporation as &#8220;an agent of pure wickedness&#8221; &ndash; and cherishes their punishment. </p>
<p> These are novels in which the unrighteous are smitten, and smitten with a divine ingenuity. When I ask Hiaasen whether he had ever visited his wrath on the ungodly more directly, he denies it. &#8220;My characters have done certain things that I wish I would have done, and I can say that they&#8217;ve done certain things that I know have been done in real life. But most of what I do is venting; the legal outlets are always preferable.&#8221;He is an unusual mixture of courteous decorum and sudden spasms of verbal violence, a man who can talk about &#8220;cussing&#8221; one moment (when describing the children&#8217;s book he&#8217;s writing) and then describe how he &#8220;just wanted to tee off on the fuckers&#8221;, when recalling his treatment of white supremacists in his novel Lucky You.The disgust you glimpse at these moments is not a marketing ploy or a literary device &ndash; it&#8217;s the real thing, and there&#8217;s nothing wishy-washy about its expression. Hiaasen has witnessed an execution by electric chair and experienced the nightmares that follow, but his objection to the death penalty is practical, not moral. &#8220;Ted Bundy cost the State of Florida $5m and 10 or 11 years just to try the sorry son of a bitch, and it would have been cheaper to stick him in a cell and forget about him,&#8221; he explains, while making it clear that if execution was cost-effective and 100 per cent foolproof, he wouldn&#8217;t have much of a problem with it.Basket Case &ndash; in which the indignation has temporarily shifted from ecological vandalism to the degradation of American journalism &ndash; strikes me as a mellower book than some of its predecessors; vanilla mayhem rather than any wilder flavours. </p>
<p> Hiaasen puts this down partly to the fact that he was writing for the first time in the first person, but he acknowledges that his novels &ndash; unlike the columns he writes &ndash; are a place where everything can be guaranteed to turn out right. &#8220;One of the great pleasures of writing fiction is that you can make the good guys get what they deserve and the bad guys are always going to get what they deserve. It doesn&#8217;t happen often enough in real life.&#8221;His humour, he agrees, is an analgesic and there are limits to its therapeutic effectiveness. The other clipping tucked inside Basket Case, somewhere around the section detailing a night-time chase on Lake Okeechobee, is a report on a brother and sister from the same area, who were recently discovered living with their 13 children and grandchildren and the corpse of their dead infant in a coffin in the living room.It&#8217;s another corroboration of Hiaasen&#8217;s theory that Florida is a hot-spot for human derangement. </p>

The trouble is they&#8217;re so soullessly, passionlessly, obsequiously pompous, but they seem to think that to reconnect with the people is a matter of style, like wearing short-sleeve shirts or riding a skateboard on regional news. They might as well get up in the Commons and say: &#8220;Would the Prime Minister agree this government has big-upped the NHS large-style and the party opposite may diss us but they&#8217;re, like, sooo going to lose the next election&#8221;.And masses of people do have &#8220;real concerns&#8221; that can result in hostility to foreigners. Especially when this process is fanned by the sort of local newspaper article I saw that claimed &#8220;asylum-seekers are now offering sex for a potato&#8221;. I wondered whether this involved a pimp, who collects the fee then hands the woman a chip. And then says &#8220;but I&#8217;ve got expenses, baby&#8221;.The concerns derive from real conditions. </p>
<p> In an estate near me, I&#8217;ve had an identical conversation with perhaps fifty people in a row. They complain about the appalling conditions, the decline in transport, the shortage of housing and how they trusted New Labour but feel let down. Then they say: &#8220;But the bloody asylum-seekers get anything they want&#8221;, and out pour the stories. &#8220;They get seven grand off the council for a new kitchen,&#8221; is a common one. Eventually I expect to hear: &#8220;They come straight off the Eurostar and get given a diamond. </p>
<p> It&#8217;s true &ndash; 27 carats, worth 85 million quid, my brother told me and he works for the council. Yet my daughter went to the dentist and was told she couldn&#8217;t have an appointment before Thursday.&#8221;Addressing the &#8220;real concerns&#8221; means accepting they&#8217;re right to be angry about the way they&#8217;re treated, and the way in which politicians are divorced from their lives, but being unequivocal in stating that when they blame asylum-seekers they&#8217;re talking a load of cobblers<br />
